The video was taken during the worst part of the snow, when the winds were strongest and the snow fall was the heaviest, and just a couple of hours before a state of emergency was declared. You can see how heavy the snow has been falling by looking at the ground--the accumulated snow is simply too thick. Visibility has also been greatly reduced. During snowstorms, it is best to stay indoors and keep warm rather than go outside and take videos. If you must go outside, make sure you are completely prepared for the intense cold and sudden gusts of wind.
